Winter flowers (not every year).

What is that in the picture? Well, this is an unknown plant my parents were growing for some years. I has not really grown very tall, seems the plant takes a long time to grow. But the most amazing thing is that after many years, it has bloomed for first time. In the middle of a very cold winter! (Don't get fooled by the sunshine in the picture, it is darn cold in here). Is anybody able to identify the plant? I would suspect it is some kind of dessert plant from a southern hemisphere country. Write if you can help me. So far I am pleased to see it so nice.
